North Carolina governor signs criminal justice bill into law after Ukrainian refugee’s death

RALEIGH, N.C. (AP) — North Carolina’s Democratic governor has signed into law a criminal justice measure pushed by the Republican-controlled legislature in response to the stabbing death of a Ukrainian refugee on a Charlotte train. While Gov. Josh Stein criticized portions of the bill on Friday, his signature still affirms in law reforms sought by GOP politicians and their allies. The bill had received bipartisan support in the state House. The new law bars cashless bail for certain violent crimes and limits magistrates’ discretion in pretrial release decisions. SAN JUAN, Puerto Rico (AP) — Authorities in the Bahamas have closed a majority of schools following mandatory evacuations for some islands in the archipelago as Tropical Storm Imelda drops heavy rain and unleashes flooding in the northern Caribbean. A tropical storm warning was in effect Monday for parts of the northwestern Bahamas, including Eleuthera, the Abacos, Grand Bahama Island and the surrounding keys. Heavy rains also were forecast along the coastline of North and South Carolina. MIAMI (AP) — Tropical Storm Imelda has formed near the Bahamas and is forecast to become a hurricane curving away from the southeast U.S. seacoast early this week. Imelda was churning up rough seas, wind and rain on Sunday around the Bahamas and nearby islands, just over 350 miles southeast of Cape Canaveral, Florida. Meanwhile, Hurricane Humberto remains a dangerous Category 4 storm farther out in the Atlantic on a forecast track that could threaten Bermuda. Meanwhile, Hurricane Humberto strengthened to a Category 5 storm on Saturday, threatening the northern Leeward Islands, the Virgin Islands, Puerto Rico, and Bermuda with dangerous surf and rip currents. WOODFIN, N.C. (AP) — It’s been only a year since Hurricane Helene hammered the southeast U.S. from Florida to the Carolinas. Some of the heaviest damage came from flooding in the North Carolina mountains, where some 30 inches of rain turned gentle streams into walls of water that swept away anything in their path. The worst wreckage has been cleared away, but cleanup crews are still at work plucking smaller debris from waterways throughout the region. In the understandable haste to rescue people and restore their lives to some semblance of normalcy, some fear the recovery efforts compounded Helene’s impact on the ecosystem. I planted some Russian Sage (Salvia yangii) decades ago. Alas, I can’t remember when it faded into oblivion. It is really not native to Russia and hails from Central Asia, ie, Afghanistan, Tibet. The name derives from the genus of the plant which is “perovskia” and it was named for the Russian General V.A. Perovski in the 1800’s. I must say that I have rarely written an article about a plant I like but I don’t recommend for WPTF Weekend Gardener listeners. Sweet Autumn Clematis(Clematis teriflira) or Japanese Clematis is an exception. Sweet Autumn Clematis is actually in the Buttercup family. It does not act like one however. It is a master at spreading and surviving once its roots are established. It is very invasive and NC State doesn’t recommend that you plant this vine. The North Carolina Invasive Plant Council feels the same way. I don’t even know where you can buy this plant now. It is purported to be poisonous too. That being said, when I see it blooming in my yard and especially along the roadside in late August into September, I know fall is on the way and I love fall and winter.… Continue Reading

Red and black chokeberries thrive in North Carolina landscapes

Red Chokeberry (Aronia arbutifolia) and Black Chokeberry (Aronia melanocarpa) are versatile shrubs native to North Carolina. I have seen many of the red varieties, while black varieties have never shown up in my path. They are similar however, with obviously, the main difference, the color of the berries. In addition, the red has a more upright and slender shape preferring moist soil, while the black are more tolerant of various soil conditions. The berries of the black varieties usually drop in summer while the berries of the red varieties last until winter. Otherwise the two types are much alike. The flowers, of course, come in the spring and with the help of pollinators, make these small berries.… Continue Reading

President Donald Trump has approved federal disaster aid for six states and tribes following storms and floods this spring and summer. The disaster declarations, announced Thursday, will provide federal funding to Kansas, North Carolina, North Dakota, and Wisconsin, as well as tribes in Montana and South Dakota. In most cases, it took Trump over a month to approve the aid requests, continuing a trend of longer waits for disaster relief. After Decarlos Brown Jr. was arrested for the fatal stabbing of a Ukrainian refugee aboard a North Carolina commuter train, he was quickly sent to a state mental hospital for an evaluation. That’s a sharp contrast from a January arrest, where it took more than six months for a court to order a mental evaluation after Brown told officers that he had been given a human-made substance that controlled him. The January arrest was just one of the missed opportunities in Brown’s criminal history, according to experts. He had cycled through the criminal justice system for more than a decade.
